Help - Unable to start American resource prospecting actions/projects

Despite meeting all the requirements for the prospecting projects, (political points, construction and excavation tech levels, etc.), still getting one red "x" for the number of civilian factories required telling me that I'm eleven short. For the sake of clarity, this occurs even after I have nothing in the construction queue and have dozens of civilian factories available for construction.

On the opened construction tab on the top left corner beside the factory icon are the numbers of factories used and available, like 54/84 for example. I notice these numbers are displayed sometimes in green and sometimes in yellow, and even in red when I cancel all construction in the queue. Is there some significance to the colour, and could it be indicating why I can't allocate factories to the resource projects? Or is it something else? I attached a screenshot for reference

I'm not sure, but it's possible that all your civs are indeed used in projects/consumer goods/trading already. The civs you build with are probably the ones your receive from puppets and/or ressource exports. These cannot be used for projects.
So you indeed wouldn't have any civ available for projects.

All your factories are coming from trade? You have no CIVs?

I'm confused by what the screen shot is showing me.

PS ... I saw what @LastButterfly wrote. So yep, you have no CIV's available.

Good observation, but I did do a count of CIVs in each state in the continental US and came out with 54. This represents CIVs actually present in America, not from trade, does it not?

I'm not sure how the algorithms work, but from what you're suggesting only having 84 CIVs available all from trade would have to mean that somehow these 54 are being considered "traded away". Even if there's logic behind differentiating between CIVs received through trade versus domestic CIVs, shouldn't the net of trades received as CIVs only "top up" domestic ones left for production instead of wholly swapping them out?

Bodger, did you try cancelling a bunch of imports? If not, cancel imports until you can start the project, then start the imports again and see what that does.

I was discussing this with the guy I'm playing with last night. He's got about 3 times the hours that I do logged in game-wise and came to a similar conclusion this morning. That'll be my next step. I'll keep the post updated to let anyone interested in this nonsense, err, I mean nuance lol

If the game is counting "traded away" before adding "traded for" instead of the other way around, I still find the logic counter-intuitive.
