Edit: In the new OOB's, Austria looks extremely powerful. Are you sure they had that many divisions?
well considering thats 3 divisions less than they had, the Austrian army in 1792 odd had about 300,000 men in it, so that just under the number of those in it, but i'm sure we can make about 4 of those divisions irregulars (there were 48,000 Grenzer frontier troops in 1792) etc
as for the Russian and Turkish OOB's i can't find out much else, thats about it. I'd suggest either we down size the amount of divisions for them or we just chose the most important areas and put an army with 5 divisions there, for example:
Moscow (Army of the Guards - 5 Divisions with guard attach etc)
Kiev (I. Line Army - 5 Divisions)
Warsaw (II. Line Army - 5 Divisions)
Lithuania? (III. Line Army - 5 Divisions)
Caucasus (IV. Line Army - 5 Divisions)
Crimea (V. Line Army - 5 Divisions)
Ukariane-Belarus (I. Cavalry Army - 5 Cavalry Div)
Moscow (Army of the Guards Cavalry - 5 Cavakry Div with Guard Attach etc)
This is my basic idea...so i'd suggest something like that, as for the Turks, something very similar, just instead of moscow and Kiev, you have Constantinople and Damascus...

hope this helps..
