I'm playing as the U.S.A.
I'm in a war with Japan and we both have no allies and it's 1943.
My 3rd game

I have a few questions.

1. I own a province on the Jap mainland and when I attack I get a -20 supply penalty even though I'm in supply ?

2. My planes & ships get a overstacking penalty even though they are not overstacked ?

3. My dissent is at 17%. My consumer goods are above what is needed and I have installed the correct ministers but to no avail ?

4. How do you get Mech infantry ?

5. How does intel work? I've got dismal enigma minister installed but he does nothing ?

6. I can't upgrade my Battleships to the latest model even though they are in a home port ?

7. Day/night is mixed up. It tells me 24h00 is daylight 12h00 is night ?

8. Bonn island is Mountain terrain but it doesn't show on the map ?


In the three games I've played so far(all 1936) Japan's ai is not very good at all. They don't do much. As the U.S.A they declared war in Dec 1942 and only attacked Guam lossing their whole navy in the process. Almost their whole army is in Asia but they are not at war with China or Ussr. Their is only a hand full of divisions on the mainland and key provincess are left unprotected. The only problem I'm having is the logistic penalty which is bit to harsh in my opinion and when I assaulted Bonn with 30 marine and 3 Arm divisions against 8 Japs I got a massive penalty. What resulted was a complete slaughter which was very disturbing. I think I lost 2 thirds of my men. The survivers somehow swam across the Pacific to a friendly island.

1. The -20% supply penalty is a much debated issue. It's either (a) a bug that the mods and betas either can't or won't fix, (b) a feature that can be fixed, but nobody's exactly sure how, or (c) some combination of the above. We haven't gotten any definite answer from anyone who knows.

2. You get a penalty for every plane over 4, or every ship over 12 in the same province.

3. Is your dissent still rising or is it a steady 17%? If you've changed your CG slider setting, did you click somewhere else to "lock in" your setting? Holding the mouse cursor over the dissent icon will tell you how your dissent is changing.

4. The tech screen should tell you the requirements for mech - it's an infantry tech.

5. If you hold the mouse cursor over another country's forces, you'll get information about those forces. The better intel you have, the more info you'll get.

6. You can't upgrade ship models. You can upgrade certain techs, but the basic ship model can't be changed. If you want brand-new ship models, you'll have to build them.

7. The time at the top of the screen is GMT, not local time.

8. I don't have province.csv in front of me to confirm this.

When invading Japan, it's best to land your troops on a friendly island. Guam works well. That limits the logistical penalty.

Also, saving/reloading frequently definitely improves AI performance. From your description, it sounds like the Japanese AI was fast asleep from playing a long time at fast speeds. But yeah, Japan's AI is definitely one of the weaker ones...

Unfortunately there is a bug that will cause this penalty to occur. There are ways around it but they don't apply to your situation. In the meantime you can try to maximise your combatefficiency by assigning the proper leaders, using the right troops (mountaineers are incredibly helpfull in Japan proper) and by using as much Tac Air as possible.

To simulate the fact that extra ships or planes do not have an equally greater return, there is a stackingpenalty for ships (2% for every ship over 3) and aircraft (10% for every squadron over 4, only for air to air combat). The penalty for exceeding the commandlimit is 75% for every unit over the limit. Although they have the same name, the penalty you are probably suffering from is a normal part of the game. Note that the AI does not get the stacking limit for aircraft, so be very carefull when using big stacks and sometimes you have too, to counter the big stacks from the AI.

First of all, for the US, dissent will rise by 1% for every time you change a minister (Chieffs of Staf can be changed without penalty). Second, not producing supplies when you have no stockpile will also increase dissent Events, and declaring war will also increase dissent and last, but not east, you have to change between screens, to the production screen f.i., for your changes to come into effect. Personally, I automatically hover my mouse over the dissentnumber whenever I altered something in the economic screen to check what my dissent is doing.
4. How do you get Mech infantry ?
You need the Mechanized Headquarters doctrine, a landdoctrine tech, and for this you need the improved halftrack troop carrier.
5. How does intel work? I've got dismal enigma minister installed but he does nothing ?
Intel works in steps, at it's worst you can only see if they have more or less than 3 divisions and at it's best you get the actual name of the unit on the other side. You can research decryption techs but your enemy can research encryption techs. The sum of those two determine what you get to see, and sometimes that minister will allow you to see the next step and sometimes not.
6. I can't upgrade my Battleships to the latest model even though they are in a home port ?
Is that province connected to your capital? Because you can't upgrade ships if they are on Hawai. Apart from that, ships can not be upgraded from a basic BB to an advanced BB, your techs will improve their stats when upgraded but it won't become a different class of ships.
7. Day/night is mixed up. It tells me 24h00 is daylight 12h00 is night ?
All times are Greenwich times, and not the local times.
8. Bonn island is Mountain terrain but it doesn't show on the map ?
It is definately grey on my map. Perhaps you can't see the hill because the Japanese troops are blocking it?

It sounds like the Japanese didn't get the election event in 1937 or choose left. This may happen sometimes. When you see that the Japanes are still democratic in 1938, it's best to start over or redo 1937 when you're playing the US, because you can only hope that the Germans will do well enough to let your War Entry rise so you can join the Allies. Also you can change the message settings so that you are informed of events ,elections and wars that happen to other countries. It's a lot easier to keep track on things this way.

First of all, be sure to land your troops on the nearest owned, not just occupied, province. For the US this is Guam, and from that point the penalty to Bonin should be manageable. Also tanks are very inefficient in mountains( they fight at -80) and you had to many troops because the maximum number of divisions for an amphibious landing is 24.
The survivers somehow swam across the Pacific to a friendly island.
Some of these islandchains have a landconnection to simulate a landing that could be performesd by small, either organic or captured amphibious equipment. Most of them in the Pacific take months to cross however, so it's not very usefull when attacking.

I played around with this and I personally cant get this -20 to appear. The saves I have gotten from people so far have shown that the cause of the -20 in their games has been due to the fact that they forgot to add a convoy from usa mainland to japan or the convoys were too small or the fact that usa was at 0 supply...

Thanks for the replys.

The dissent thing is weird because I've got a minister to lower it but he doesn't. My consumer goods has not gone into the red once and I've checked about twice a month. I have declared war on nobody so its not that. I've changed ministers 5 times. How do I reduce the dissent ?

Two more questions

1. I don't get the coup option with Nat China even though I got enough DI ?

2. My Havoc bombers are useless. I got I stack of six who do no damage to enemy divisions. Their org is 60 but there efficiency is really low but it doesn't tell me why. I now they are basic but they should do some damage to enemy org ?

Ministers do not reduce dissent. They can lower your CG needs. Dissent is reduced either by events or by increasing your CG well above the minimum. When you do that close the window to get the effect to work. Find the sticky for the updated manual on this forum just above the postings on this forum and download it (PDF format).

Also playing as the USA your CG needs will generally decrease at the beginning of each month. But events can either greatly increase or decrease your CG needs. You have to almost keep the IC allocation screen open to see if something happens that affects your CG needs. Then remember to change to another screen such as units or diplomacy for any IC allocation adjustments to take effect.

Bomber efficiency depends upon weather and terrain and other factors. Look at the weather screen. Bombers do very poorly in jungles and poorly in mountains.

For the USA to get mech, you first have to research the early tank MG model ! I just skipped over that the first time that I played 1.06 USA and then traced the problem back to that. You need the Basic MG tank to get basic halftracks. Then you need improved halftracks and a few other things to get the mechanized HQ land doctrine which activates mech inf div.
