Help modding trade good's value in each city in the game

How could I give each trade good a commerce_value? The effects of each good apply to every city. Any ideas on how to do it so it only applies to the city where the trade goods is produced?

This way, I can make each trade good give a base different trade income in each province. So a province that produces grain, will give a base commerce income of 0.10, and one that produces gems, 0.20.

Any ideas on how to make this possible? Maybe through an event? I've thought of it, but how to make it so with each surplus that commerce incomes keeps adding up.
