Help : Libertas ecclesiae Bug???

Hello everybody! I have a problem with the Golden Bulls. I'm playing Milan. I've been elected emperor and than I got the control of the curia. All the condition are for the null are then satisfied, but I'm not able to select Libertas ecclesiae as golden bull. Is that a bug? Please, someone can help me?

I think there is a third requirement that the Catholic faith is the official and that the official religion cannot be changed. Thus, you have wait until you win the league wars and Catholic becomes the permanent official faith of the HRE in order to issue that bull.

Catholic faith is the official religion. Do you mean it should also be permanent?
