HELP: If can HOG (head of government ) have perks of the HOS ?

Anybody knows in AOD can HOG (head of government ) have the perks of the HOS (head of state) and Vice versa.
This means for a mod changes ,of course.

Did this cause any bugs?

yep, you need to go to db\ministers and find the minister effects and minister_modifiers and then change those - have not messed with these files in ages so cannot remember anything useful - sorry
