So maybe the "Carouser, Diplomacy +1 bonus" is a permanent bonus for the character? And this conflicts with the shutting the gates rules.

Carouser is a permanent bonus that indicates partial progress towards getting the lifestyle trait, similar to Aspiring Trader and similar modifiers. It isn't the problem - it looks like the do_not_disturb flag isn't getting cleared after some events. Going through another event that sets do_not_disturb should clear it at the end.

What is the "do_not_disturb flag" and where does one see it in-game?

So are there any solutions to this that will allow the gates to be closed? Googling leads to this thread, which says:
Typing "event 72999" should help, afaict it clears a number of feast-related character flags including do_not_disturb

do_not_disturb is a hidden flag to prevent a lot of events from firing if they would interrupt something. You can see it in a non-ironman game by typing charinfo in the console, then carousing over the character.

If that isn't it, I'll need to look over the Seal The Gates decision when I get home in a few hours and see what else prevents it - I know I had the issue when I inherited a character and it was cleared when someone else invited my carousing and the party finished - perhaps try running the last event from carousing.

Carouser does not stop you from closing the gate. There was to my understanding on reading another post that the rules have changed slightly for closing the gates. Something about directly threatening or within your capital. I've not tested it, nor can I see your specific case.

If you make a bug report and attach the save game showing the issue, a solution can be found or you might be told what the issue is.

Unless it is a new event this shouldn't be the case. If you have any examples of it not clearing I'd be very interest to know which event chain.

The requirement I did not meet was "Is NOT busy with Feasting, Hunting, Travel, or other Special Activities.

From the pilgrimage decision, the requirement for that tooltip is just to not have do_not_disturb set.
Once I joined a vassal's carousing a few months later, I was able to go on the pilgrimage. I don't know for certain about the gates, as the epidemic had left.

If you see anything like it again can you make a bug report. I likely won't be able to trace the cause, but there might be some hints to where the flag came from.

My person has the hunter way of life not the carousing one so this game breaking bug isn't just isolated to that since the "not feasting, hunting, travelling or other special activities" box is ticked for me but the epidemic nearby and active one isn't?!? So in my ironman game the case is more like this

While stuff like this is frustrating as hell. It would be kinda cool if this was implemented if you have certain traits like lunatic or possessed.

I can easily imagine some of the disconnected nobility would do this, not believing it to be a real threat. A lot like members of the French aristocracy holding parties while the peasantry were coming for their heads, or like Dolly Madison holding a dinner party while British troops torched the White House.

I haven't been playing this game for a couple of months or more. Has the gates not closing issue been solved? I had a look through the new updates' changelogs, but couldn't see any mention of it.

I don't know if it's been fixed, but if it does happen, try doing something that normally prevents you from closing the gates, like carousing. When it's done, it should clear the stuck flag.

I haven't played for a while, but surely you can't go carousing if you're already carousing?

Seriously, if this issue hasn't been fixed, then I can't see any point in me playing a dysfunctional game. It's kind of a major game-breaking issue.

I haven't had it occur in a while, which could mean that it's fixed, or that I just haven't had it happen to me. I'd have to read through the bugfix sections of the last few patch notes to be sure.

You can't carouse if you've caroused recently, but the recent_causing modifier isn't the part getting stuck. It was some sort of "busy" flag, which I seem to recall could get stuck if an AI character became player controlled (usually through inheritance) during certain events.

One bug that rarely occurs that blocks an action that's not used all that frequently is hardly worth avoiding the game entirely.

I'm a bit uneasy at the idea of playing again if this issue hasn't been resolved. There are multiple threads about this issue on reddit, the most recent of which was started only 29 days ago.

Is there some way to be 100% sure of being able to close the gates if it does happen in a game, perhaps through the use of a console command?

Try using the charinfo command - this will list all of the hidden flags on a character in their tooltip. You can then use clr_char_flag <flag_name> to remove the flag.
General caveats: You can't do this on Ironman. Also, make sure you're removing the right flag or you might break some event chains
