Help how to Raise Legions?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Answers as follows:
1. You have to change the laws. Click the government tab on the left (the second one), go over to laws and there will be a section dedicated to armies. I don't think you can unlock the last option — unlimited legions — right away.
2. If you want to move the invention tree around, press the middle mouse button and drag.
3. I don't think you can do much about the color (perhaps you could mod it out).

Never seen someone so upset at turquoise.
The UI was telling you whenever you hovered that you didn't have the right laws. It might be a good idea for the tooltip to give a link to the law page (and have this be a general principle for the expanded tooltips).
You can't raise a Legion that you've already raised, not sure how that could be more obvious - however I can see the option to disband the permanent capital Legion being a source of confusion, as it clears the composition rather than deleting the the Legion object.
