Hey guys so this will be my first time forming a revolutionary government and I was wondering if you guys had any tips for meeting the criteria. The criteria I am having problems with are war exhaustion above 6, and prestige and stability bellow zero. I was thinking about converting my religion and setting missionaries on low maintenance which will take care of prestige as the rebels take over my country but will it effect my war exhaustion and stability? Any tips on fulfilling these criteria would be a lot of help.

Do what the poster above me said for WE. Your idea for prestige is good. As for stability, you should switch one of your NIs to decrease stability. If you need it lowered farther, switch it again.

expanding your sphere of influence is a quick and easy way to get your prestige down close to zero, but you'd have to do something else to actually get it under zero. I'd suggest losing a war or two, maybe by offering 25 ducats to some OPMs in the HRE or something. This will give you a -20 hit to legitimacy, but if you're about to switch to a different gov't type, I wouldn't worry about this.
Probably a lot quicker than going bankrupt.
