For instance, an increase of 1 BP in the military budget (as happened last term) must be spent on something, by either the legislature or the executive, or it won't be used. As for how much things cost, that's why we have the ECB and other various avenues for GM-determination.

How much power does Eutopia get from Coal Plants, and how much from the WET Oilfields? Are there any Nuclear Power Plants (almost sure there aren't) or Hydrological Dams or Geothermal Vents or Windmills or anything?
Very little of Eutopia's power is directly related to the oilfields, since they're a fairly new discovery. There is no nuclear power. Of the operating power generation venues, a substantial number are former Eutopian Energy Corporation sites (part of AAH, and thus environmentally friendly); the rest are probably various smatterings of fossil fuel-consuming facilities. Coal is probably very popular, followed at a distance by oil and natural gas.
