Note, however, that the .25 BP increase in the "Environment" budget line due to the CEA is to cover the increased enforcement costs for this agency, so it's basically already paid for (assuming it doesn't get cut from the budget.

Another MoI question: I looked through old bills and didn't find anything related to postal service, so I'm assuming that it is completely controlled by the government. However, I'd just like to make sure. A Postal Privatization bill won't make sense if its already private.

I think this needs to be settled. Can the GA really just change the government's revenue with the budget at its whim? That doesn't make much sense to me.

Of course, a budgetary change doesn't actually reflect immediate tax cuts -- like everything else, there needs to be implementation, or the government will still bring in the expected monies rather than the reduced revenue.

Quick question on education. What exactly are the federal funds on education spent on? I know this has come up before, and if it's been answered already, I apologize - just point me in the right direction.
If it hasn't been addressed, there are a couple of things I could think of:
(1) federal funds are simply transfer funds to be spent by the provinces - with or without strings attached
(2) tuition loans - I remember Parliament passed a bill on that quite some time ago
(3) infrastructure for universities and colleges (though in this case, funds would likely be under MoI rather than MoSS), perhaps even schools
(4) some sort of coordination programme aimed at ensuring that educational policies and standards remain roughly comparable throughout Eutopia
(5) similar programme aimed at ensuring transferability of grades, certificates, degrees, students, and faculty across provincial boundaries
(6) scholarships and research grants
(7) combination of the above

The federal funding for education on the primary and secondary level is much like the U.S. Department of Education, which funds nationwide programs that individual school districts may or may not want to pay for... things like school lunch programs, assuring nationwide test scores reach some minimum federally mandated level, assuring nationwide books meet minimum educational standards, etc. On the collegiate level, it goes to funding tuition loans and scholarships for the (relatively minimal) tuition required by the HERB (the rest of the funding for universities comes from the provinces.) It also funds grants, though there is some overlap here with the Research and Development budget line. ("Education" is probably geared more toward grants for cultural or social pursuits.) There may also be national programs for teacher training and that sort of thing.
