In order for a party to be registered (and therefore on the ballot come election day), it must have at least two PC members, along with a HQ thread and a platform.

You also may want to consider sending IC PMs to characters that have an outlook in line with your new party's ideals. I might add starting a new party is always an iff proposition, and I'd say its about a 50/50 split between those that bust and those that make it.
