I am still pretty new to the game and have run into a spot where I am stuck. I started as Count of Ulster and unified Ireland under me as king (training wheels, but fun). I have been trying to set up now to expand against Scottland and sent my Chancellor (22 diplomacy) to make a claim against a county in Glasgow Dutchy. He has been there about 8 years with no result. The only thing I can spot that might be blocking progress is that the county has a truce with its Duchess.

1. Are there some conditions that prevent you from being able to create a claim against a county?

2. Is there another way than title claim to get casue for war to grab the county?

Does the target being on a crusade block fabricating a claim (not the issue here). I ran into a spot where I could not get a claim against a county for ages in my first try at the game, then the crusade ended, and immidiately the claim came through.

Only titles you can't get the claim on fabricating a claim is kingdoms, empires and county of Rome as catholic if its owned by the pope for obvious reasons. You just have had bad luck. As long as the % number is shown when you hover your mouse over the chancelor he is working on fabricating the claim. There has been people who have had longer time than eight years to fabricate a claim.

If someone from your dynasty would have a claim on the title and you pressed it he would be automatic vassal to you if you win the war. Another way is to give land to someone who has a strong claim to the county and press his claim. Both of these of course does not make you the direct controller of the land.

It's possible that your chancellor was bribed by the county holder and is therefore idling. You may want to change chancellors every few years to avoid that from happening.

Assuming he hasn't been bribed, is there any cumulative progress in setting up a claim or is it just a per month roll? I am thinking about moving my attempt to another county that has become more enticing, but I would hate to lose any "almost there" progress that exists behind the scenes.

From my earlier questions: Is it possible to create a claim against someone who is on crusade or was it just luck that I could not get it until the crusade ended?

Per month roll.

And yes, you can fabricate claims against people who are on crusade, you just take a hit if you attack while they are still on crusade...
