The idea of, say, social conservative ministers in Fascist Italy and such isn't really all that odd. As far as Gorbachev was concerned, in the 1940's Stalin was the best guy ever. Ditto with Khrushchev in the 50's (especially after he
condemned Stalin), and Brezhnev in the 60's and 70's. Does it mean Gorby was a "Stalinist" or an actual admirer of the latter two leaders?
No. He simply adapted to his conditions.
What about
Hans Oster? I'm pretty sure in the game he's listed as a social conservative (either that or paternal autocrat), and indeed people in the government saw him as just fine so long as he parroted the NSDAP line.
Now
Nazis leading the US Army (like the not-actually-a-Nazi Mr. Althaus)
is odd, but that seems to be a rare case. As for Fascists, however (e.g. Charles Lindbergh), they were not hated that much until WWII, since a lot of people were wooed by their "made the trains run on time" rhetoric.
