I love CK2. I bought Vic2, but found it very difficult to get into. I found the POP system especially difficult to understand. I was thinking about getting the DLCs and having another try, but I am hesitating now lest Vic3 be announced soon. Is Vic3 a likely announcement?

It´s possible. HoI4 is (atleast slightly) more likely though.
If they follow the old release cicle HoI4 is next. If they want to make an continous timeline, we´re going to see VicIII next. We´ll have to wait for pdxcon.
But anyway. Get the expansions for VicII. They´re worth it. It changes almost any aspect of the game (except the economy, which is still broken, but less broken then in the orginal game). Also play with the "Pop Demand Mod" it is like another expansion to the game.
