Generally, I love this new version, but it still has some bugs.

So after playing a few games, some observations:

1) The provincial decision interface needs working as the magistrates really pile up later in the game and it is annoying to find the ones you want.

2) In the culture screen, I have NEVER had anything but +5 prestige for the festivals, even though it is supposed to be a 45/45/10.

3) I have NEVER had a war that didn't cost 2 stability, even with a causus belli.

4) I have only on one occasion had a war where the capture of a province was not the standard +4 infamy, even when I had a causus belli that said otherwise. With a conquest causus belli, core on the last province of a country and the holy war causus belli, it still costs 8 infamy. The core part at least works, though.

5) As far as I can tell, the causus belli system just doesn't work as none of the ones listed when declaring war actually change anything when demanding tribute.

6) On two occaisions as Novgorod/Russia, national decisions were available (Go East to Siberia and Gold Standard) that were clickable, gave you the screen, but then didn't take effect or disappear. This problem resolved after a quit and restart of the program.

7) Stability issues. Resigning often causes the game to crash, especially when done in 1399 before the first autosave.

8) Philosophically I object to Russian being given with the "National Decline" event when it is frantically colonizing siberia as fast as it can.

You should report the bugs in the dedicated Bug forum ;but before, look in that forum, some of the issues you are describing are discussed there ( 3), 6) e.g.).

However, if you have HttT, install the 4.1b beta patch, it's stable and eliminates some bugs; and an hotfix for it is available, too.

PS. In order to access the Bug Report or Tech Support forums, you have to register your game (EUIII ot Complete, not only the expansions). ;)

I have had many, many wars with no stability hit. Not sure what to say, maybe the poster above is correct? You are not selecting it?

Seems likely. On a related note, though "No CB" really shouldn't be the default on that menu. Since any CB is better than that one, I'm not sure it should even be an option on the menu unless no CB exists.

1) The provincial decision interface needs working as the magistrates really pile up later in the game and it is annoying to find the ones you want.

I agree with this but I doubt anything is going to be majorly changed as it wasn't already addressed in HTTT

2) In the culture screen, I have NEVER had anything but +5 prestige for the festivals, even though it is supposed to be a 45/45/10.

This is a bug where the top choice was always the result when decisions had different results with percentage chances of happening. This has been fixed and is now working properly in the latest beta patch

3) I have NEVER had a war that didn't cost 2 stability, even with a causus belli.

This is not a bug but human error. I agree with the others in saying you must not be selecting a CB when declaring war. You must select which one you want to use in the declare war screen or else you will just declare war without one which will cost you the stab.

4) I have only on one occasion had a war where the capture of a province was not the standard +4 infamy, even when I had a causus belli that said otherwise. With a conquest causus belli, core on the last province of a country and the holy war causus belli, it still costs 8 infamy. The core part at least works, though.

same problem as above

5) As far as I can tell, the causus belli system just doesn't work as none of the ones listed when declaring war actually change anything when demanding tribute.

Same problem again

6) On two occaisions as Novgorod/Russia, national decisions were available (Go East to Siberia and Gold Standard) that were clickable, gave you the screen, but then didn't take effect or disappear. This problem resolved after a quit and restart of the program.

Not sure about this could be a bug

7) Stability issues. Resigning often causes the game to crash, especially when done in 1399 before the first autosave.

As far as I know this has been fixed in the beta patch as well but not 100% sure on that

8) Philosophically I object to Russian being given with the "National Decline" event when it is frantically colonizing siberia as fast as it can.

the event is poorly written I believe as It doesn't take into account countries that are successful without overseas colonization like Russia.

The fix is only partial. It now works for decisions and for triggered only events but for events with normal triggers with effects that contain random lists the most likely outcome in the list is now always chosen by the game. Might be an introduced bug in the beta even as it behaves slightly differently from the original one.

I believe these are also fixed in the beta patch.
