You can't dismantle them. They are always an empire and always will be. Even as 1 province minor they still are called "Ottoman EMPIRE" right in your face.

The supposed institution of that 'empire' itself might survive, but the rest of the state can be dismantled quite well.
While the time has fluctuated a lot (the first one was published at 8 in the morning!) they do tend to show up around 3 - 4 swedish time which is 1 - 2 hours from now

You made that post too soon. They usually appear an hour after the the hour at which you posted.
And unless dev's say that there will be no diary, there will be a diary
