I am not sure if this is a bug or if there's a mechanic that I am missing. Here is the situation:
- We are playing multiplayer - all empires involved are player empires.
- I am the leader of a Hegemony - level 1 with all of the default federation laws.
- Both myself and another member of my Hegemony (NOT a vassal or tributary) lay claims on systems of an adjacent empire.
- We start a war, which quickly leads to surrender by the unsuspecting victim (probably not a good play on their part, but they were involved in multiple wars).
- I am given all of my claims, but the other federation member is given none of theirs.
