This is a minor tweak. The president of a Hegemony should be able to unilaterally revoke association status. In my current game, I joined a Hegemony and usurped the presidency from within. Now I've got an empire on our borders that I want to use the Hegemon war goal on, because they won't willing join the Hegemony. But my subordinates refuse to revoke their association. By federation law, I can unilaterally kick members out of the Hegemony, but I'm not seeing any options to unilaterally revoke someone's association status. This seems like an oversight.
On a related note, there's high support among my subordinates for various Federation laws that require greater centralization, but low support for actually increasing centralization. It seems like if they want those better laws, they should want the necessary increase in centralization too.
