Firstly - 2.0 is 7/10 for me now. It will get some fixes and will be 9/10 ;)
BUT do you accept unit stats?
HI was main force in ancient times and should be stronger in Rome Imperator.
It would be also nice to see Roman technology called - "gladius". It could give another attack bonus for Roman HI.
Units don't need to be balanced (scisor paper rock), because in ancient time they didn't

Heavy Infantry are already plenty powerful enough, especially with the myriad of boni you can give them through the invention tree. I dont think it's necessary to turbo charge them further.

This is a hard one for me because I'd love to see culture-specific flavor weaved into the innovation system, but I think that should be done by giving some generic innovation names culturally appropriate names instead. An innovation that increases HI attack value could have the name "gladius" for the Romans but it shouldn't be a unique buff to them - we've got military traditions for that.
