Hearts of Iron Lag

I recently began playing Hearts of Iron 4 again. I had played this game plenty of times before and it would run perfectly. My log in screen and main menu are lag free, but when I go onto the 'select a country' map, the game takes a drop and lags like its late game. This is also what happens when I start up the game in 1936. I'm still on the same PC, and have no mods on. I have tired to uninstall/reinstall the game but this did nothing. I also deleted my old useless saves, but this did nothing as well. Does anyone have any suggestions?
