First of all the troops were not actually told not to. Take a look and what he did, don't just listen to what he said he did.
Also when at peace, countries don't line their troops up at the border. Doing so constantly like in HOI3 is actually bad AI. ie. In 1935 Mussolini moved troops to the border with Austria to intimidate Germany. They were not permanently sitting there waiting year after year.
I also believe I heard in one of the livestreams that you can place troops on a border to intimidate other nations and lower relations in some way so placing troops isn't always a good thing. I think the AI in the game currently is simply a placeholder for something trully bigger coming in the next month or so.
