I'm under impression the way this works is, the "Between the Seas" focus allows you to create the custom faction, and then the player can try to invite other countries to it through regular diplomatic actions. The extra steps for Lithuania/other Baltic States are there to allow such invitations to work for the Baltic States (or just Lithuania specifically) because like pointed out, this particular alliance is unlikely to work without some extra steps taken. But you can probably try to get alliance with Hungary and/or Czechoslovakia as soon as the Between the Seas is finished and you have your own faction.I have to agree when it comes to Polish-Lithuanian alliance before WWII. Out of all Polish neighbors only Soviets were less likely of an ally, so unless there is much more to that idea, I'd strongly suggest replacing it with either Hungarian or Czech alliance.

Poland is probably the best choice for free DLC. Quite big but relatively not wealthy fanbase. For other DLC you will have to pay with real money.Poland always gets a lot of love, but they were a very minor player in WW2. Frankly, I'd prefer a China DLC.

It would be normal to say that Poles had no interest in Pacific war. It was american point of interest (Indonesia, Korea), so I don't mind that not so many Poles would be involve in this conflict. Poles were mainly needed as soldiers in Polish Armed Forces in The West where they would alongside with British army fight against Germans. I'm with you - I'd love to see a China DLC, but I think it's more a problem of AI than material. If we see improvements in the next few expansions, I could see China coming in then.

They've repeatedly maintained that the DLC project ran parallel to the development. Considering Johan has been on a kick of cutting things rather than releasing unsatisfactory product, I would imagine that it would have been cut if it were related to the initial delay.
My understanding is that they don't consider this part of your expansion passes, because even people who aren't getting the expansion passes are also still getting it. I wonder if this level of content is akin to what we should expect from our expansion passes, though. @BjornB - any way we could clarification on whether this counts and if not, should the expansion passes be expected to be about this size or larger?
I can't imagine Chinese Republic being forgotten. They were practically a major nation on par with Japan and UK. It's just that they ended on the losing side of the war... I'm sure China will get its very own expansion pack. HoI always had problems with simulating protracted war in China between Japan, RoC, communist insurgents and warlords. Devs said a lot about improving this aspect in DevDiary47 but it seems like it still needs more attention. I'm sure that it warrants another expansion pack!Will there be a nationalist china dlc? I'm not saying it is a huge number but the Polish contribution to the Battle of Britain has always been considered very important, and especially as many were veterans from the German invasion of Poland and so had a lot of experience and flight time.

When I said that RoC was on par with Japan I just wanted to say that they managed to tie Japanese in grueling combat for 8 years. Slowly but surely they were losing but still...Suggesting China was "practically on par with Japan and the UK" is rather a stretch, but I wouldn't want the Poland united thread to be further derailed so not suggesting we should thrash it out here if you disagree - by all means kick off a new thread and tag me in.
