Hi everyone, it’s time for another dev diary! Today is also Victory Day, the date that marked the end of World War II in Europe with Germany’s surrender in 1945. The team will celebrate by playing some HOI4 multiplayer, but for the rest of you here is the diary!

To start off, we have made some changes to previously presented stuff. When we last talked about parties and ideologies there were only 3 ideological leanings for countries: Democratic, Fascist and Communist. After some playing we felt this was too constraining, so we have added a 4th group we call Neutral. It functions as a sort of catch-all ideology for nations who don't really fit into the big three. Nations like Poland, Greece, or Yugoslavia fit here, for example, instead of lumping them into the ideology we expect them to join. Neutral nations, for the most part just want to be left alone to get on with life, but their lack of a solid stance means that members of the main ideologies have an easier time influencing them.

Neutral nations have some limitations and special rules, they won’t be able to promote their ideology in other nations like communists and the others (more about that in a future diary) and they are more easily affected by outside interference trying to push them towards another ideology. When it comes to freedom for you as a player to do aggressive actions abroad they are somewhere between democracies and fascist dictatorships.

This takes us to the next topic: World Tension. This is a new concept in HOI4 and is designed to replace the threat and neutrality system from HOI3. World tension is a global value in the game and is raised whenever aggressive actions are performed. How much is affected by the nature of the action and the size of the nations involved. Say a diplomatic annexation of the sudetenland will generate a lot less tension than an unjustified declaration of war and a war settled with minor border changes rather than total occupation and annexation will likewise generate less tension. Speaking of unjustified declaration of war a nation in HOI4 will need a reason to go to attack someone. Even if it's just justifying the war to the local population and nobody else is really buying your arguments. War justifications can either be given through special National Focuses or be generated through normal gameplay. The time and tension impact to generate these depends on the country’s ideology, and if they have some kind of legit reason, like foreign controlled core territory or claims.



World Tension works as a limiter on certain actions, depending on your country’s setup and ideology. So a nation like USA, which has special internal country circumstances modeled as well to make entry into a world war harder requires something like 100% tension to join a faction. To compare a non-aligned nations like Poland need only a 40% world tension to be able to join factions. Like the USA there are also other nations who have embraced a policy of neutrality or isolationism, like Sweden or Switzerland, these nations generally need to work through chains of National Focuses to remove these limitations.



For fascist expansionist powers World Tension is your enemy. You'll want to make sure you time your actions so that it doesn’t bring tension over limits where democracies are free to move in and stop you and let the tension decay, of course being a global value there may be other forces at work in the world so being able to do a diplomatic limbo dance might be harder than it sounds and you might find that stuff heats up a lot faster than you are prepared for. World Tension is also something that can be bypassed through special treaties and such set up through National Focuses, but these are generally country specific solutions and we will look at those in more detail when we cover each nation’s Focus choices.

Sorry for the total unrelated question :oops:
What unites will be represented in-game with 3D models?
So far we have seen, infantry, tanks, fighters, bombers, convoys, "battle" ships, carriers and subs.
What about artillery, personnel carrier, trucks and cavalry troops etc.?
there is also models for mechanized, motorized, arty and cavalry. These are generally an infantry guy + arty piece, or a truck while moving + soldier while fighting etc


I wouldn't go so far. I like the world tension, but I can agree with you, that there're at least 100 issues of HOI IV I'm more interested in;)

But I think that this other topics are highly under investigation, so they concentrate more on presenting the simpler topics right now and working hard on the essential ones:D
Considering how disliked the threat vs neutrality system was in HOI3 I would have imagined it would be pretty nice to know how it has changed.

Looks great!. Podcat are you posting as a regular user instead of a Dev, or something of the sorts? If thats possible in the settings. I can see the Thread isnt marked with a Pdox logo and the other devs are writing with white on a black background while you are not :)

Do actions like coups and countries forming alliances and making guarantees increase tension? I imagine the world would be more tense if say, Italy was overtaken by communists and the allies guaranteed the borders of Czechoslovakia
coups increase tension, but guarantees actually lower tension a bit

Will manufactured threats be available on demand for fascist nations on any country they want with pretexts to go to war something to the effect of


or will pretexts to go to war for germany on any nation it chooses have to be a little bit more solid?
A fascist nation can always do it, but the time and threat it generates depends on if there are any legit claims or wargoal(CB in eu terms) given.

2 Months and 18 days for Ethiopia to get annexed... and only 20 days for Republican Spain!
yeah republican AI is obsessed with the clear and present danger posted by portugal right now, so nationalists will cut them off and win really really fast atm ;D its obviously not balanced

Can one mod events into the game to raise/lower or is WT only changed by decisions/actions?
you can change it via events too (we do that)

Will Democracies have ways to increase World Tension? Such as cutting off trade with Axis or likely Axis such as Japan? I get that they can react to tension, but I'd like to see some limited ways for us to play at FDR (I know, lend lease and all that). It would also be fun to play as a minor power and try to jack things up, for the best reasons, of course. I think I'll enjoy the mechanic.



Excellent news. Can we expect 4 Dev diaries after that? 5? :p

No, that is the political parties and these are 100% modable as well so no dispare there... When it come to think of it hoi4 is very very modable, like our other titles are.

We strive to do the game as modable as we can, but i think there will be a separate dd about that O;)

Yeah, since a long time PI games are very moddable and now you confirm me that HoI 4 will follow the same path, I'm very happy :)
Can't wait to the DD about the modding !
No exception there, as long as it is not so time critical that it makes it impossible. We want you guys to expand our games with your imagination!
Hopefully you would be able to to gfx/gui/sound and even some defines mods without changing the checksum for example. The rest of it i will have to wait until a dd, but i can say now that it will be alot of goodies for the moders!

Already there, some bugs with the system right now that only prints a partial list but that will be fixed until release O;P

Out of curiousity will there be different democratic parties in democacies? For instance will the Republican Party run against the Democratic Party, or Labour vs Conservative in the UK (if war doesn't break out before the next election since this game is more sandbox)? I know it would be more for "flavor" than anything but being able to change the head of state and government in a democratic election would be nice, espescialy if we could pick the winner of the election or something similar.
Yes and no, it is possible but the game will focus on ideology group but you can do more specific than that O;P

I probably missed it in this thread or a thread from a previous dev diary, but what are the block figures around the borders in the first screen capture showing Poland?

Very excited to try out the naval and air combat zones in HOI IV...that and production lines have me flipping out.
we are playing around with different artwork for assigning frontlines for the battleplans, they have changed their look again since then ;)

Hey Guys Just want to correct something really important, The kind of ideology (Democracy) is not a particular and separate kind of ideia from socialism and liberalism, the last one that i believed you guys meant for democracy, so i believe that the correct compass for ideology would be in that case : Liberals, Fascists and Communistt and Socialists, and even so for democracies like USA(liberal democracy) and Chile from Salvador Allende(which was a socialist who won the elections) . So my point is : that socialist democracies are possible and not only through civil wars.
Well we abstracted it a bit so it is just ideology groups that count, a country leader may have a specific ideology that is a leninist leader (socialist democratic) will most likely be a democrat instead of communist for example
