One thing that wasn't covered yet, is land based plane effect.
1 - Can land based plane be assign to a theater for convoy raiding and assaulting fleet/lonely ships whith torpedo/bomb ?
2 - Can land based plane attack during a naval battle ?
3 - Can they do both while avoiding CV based plane ?
I would love while playing Germany to use a massive amount of long ranged bomber to harass the british navy, and maybe cover a Sea Lion operation by sinking the RN that would dare oppose me...
1 - I don't think you can assign an order to attack "lonely" or single ships only but there'll be some kind of "stance" that will allow your aircraft to break-off before loosing too much org if they encounter a large fleet. Of course, Germany would need to actually develop a credible airborne torpedo programme first, if you want to use them.
2 - Yes, this is shown in a screen-shot in one of the DDs.
3 - Well, yes, up to a point. We don't know yet how CV based aircraft work, but I doubt that you'll be able to avoid the defenders as it will be their specific duty to protect ships. They may be specifically protecting the fleet they are in though so, you
should be able to attack other fleets/ships in the same area/sea zone without being intercepted all the time.

Fortunately for the rest of the world, the Luftwaffe weren’t anywhere near up to the task. They performed particularly poorly during the Dunkirk evacuation, only managing to sink five destroyers with hundreds of tons of bombs and only managed to sink about 1% of the merchant ships passing through the English Channel. And most of those were lost to aircraft placed mines rather than bomb hits!
This is because his air force was particularly poorly suited to naval warfare due to inappropriate aircraft designs, lack of appropriate weapons and piss-poor or non-existent training in the techniques required. Manufacturing ten torpedoes a month & expending half of them in training isn't exactly an awe inspiring programme destined to rule the waves around England.
Now, a player should be perfectly able to expend the necessary resources & research to overcome these shortcomings, but at what cost to other, essential, areas?
Development of an aerial torpedo capability might put your tank research programme back a year. Can Germany afford that?
