You are correct, and sorry I stated it wrong.
But I don't think you should be able to cheese the system and be able to have both of them available at the same time. Having an attack bonus ready, and a defensive bonus ready at the same time doesn't seem right. It seems like you should only be able to have one ready at a time.

Why would you think this? Is it because of your military background? It sounds like your soldiers can't learn/understand/comprehend two plans?
I don't get the point you are trying to make. So I'm in a trench, fox hole, hiding behind a group of trees etc. If the enemy attacks my position I use my defensive bonus. If however my superior blows the whistle and yells "CHARGE" I would use my attacking bonus.
Why do you think soldiers are sooooooo stupid they won't know the difference between two plans or when or how to use them?
It is kinda weird, IMHO.
Indeed, you may as well just give a bonus for being on the border of a country because what player is going to be stupid enough to forget to give their Divisions a bonus.
Choice 1 move German army to French border and create no Plan which means you have no offensive bonus.
Choice 2 move German army to French border and create a Plan, any Plan it does not matter if you ever intend using that Plan because since they are just sitting there anyhow you may as well get the offensive bonus.
The "retreat" to the fallback line about 400 to 500km in 4-6 days seems a bit fast for mostly Infantry divisions, even using strategic movement.

It could simply be that they have been put to a hold the line order and no advance order for the purpose of demonstration.Frankly what I find more jarring is that Soviet AI is barely moving its troops forward when the Germans retreat... At the very least they should seek to advance to shorten their front line and try to dig in across the river. Is this because they are trying to conserve/regain org by not conquering "enemy" provinces?

False false falseThe battle plans mean nothing in this case, and you basically get a bonus for just showing up to the front line. The fact that you keep the offensive bonus no matter what is horrible. Even if you are on defense and get pushed back 1000km and a year later the "superior blows the whistle and yells CHARGE", your solders are still going to go by the same plan and "use your attack bonus".

The soldiers have to be on the front line for the battle plan bonus to begin to tick up. If your troops are 1000KM from the front line how are they supposed to use the battle plan? Front line does not equal 1000KM behind the front line.

And if you know so much and all about it, why are you still asking questions about it?
