Not always. I can't run the Sengoku demo on wine, I doubt HOD would work.

*sigh* Mods are still broken, I thought since they'd fixed that with TFH it would have been done so with HOD. Well, here's to a whole new era of copying the entire vanilla game and pasting mods over it every I want to try something out.

You cant use mods on mac, it just doesnt work if you try to use the folder. The mod folder is broken.
The only solution as already mentionned is to paste the files of the x mod you want to use over those of vanilla...
Which may be a quite stressful and annoying task...
I wouldn't call that broken, just the cost of playing on a Mac, ie the compatibility issue. The mods are written for/with Windows versions. A Boot Camp or Crossover version of Windows, with Windows version of HOD would enable one to affect the mods.
Not arguing that it isn't a pain, just that it isn't "broken" per se.
