Heart of Darkness keeps crashing

I can't play Victoria II: Heart of Darkness because it keeps crashing. It works if I play it on the Ultimate mod, and A House Divided works fine, but vanilla Heart of Darkness keeps crashing at the loading screen at the exact moment it says "Creating rivers"
How can I fix this?
