Economy is a bit more tight in HOD, artisans are a little stronger as well so industrialization doesn't go as fast as it used to in the early game. Assuming French literacy is all right since the start, maybe you're killing your industry with tariffs forcing them to cut employment and inputs purchases, or maybe your admin. efficiency is low and people don't get promoted very fast due to that? NF on Craftsmen generally allows to snowball France as soon as you have 2-3 good factories in each state (look to synergies, that throughput bonus for example from having Coal in the state where you've built a Steel Mill is really strong).
My Literacy and admin efficiency should be alright, and I never use tariffs, always having it at 0%. The few states I have with factories in them is actually doing alright, plenty of craftsmen and clerks. I think it could be becouse my capis isnt rich enough, wich is wierd since im not taxing them at all and my capitalist POP is one of the worlds largest, all I can see is that they are being really slow about building new factories. So maybe I should go with a state capitalism party and do a good kickstart? So far I've mostly had the liberals in power.
