Aside from the throughput bonuses from producing input goods from within the region, were there any more changes to the way the economy works in HOD? Specifically do capitalists take marginal benefit into account when hiring/firing craftsmen?

I've looked around in all of the DDs and some previews but can't find anything specific.

RGOs can now hire and fire workers at much faster rate (iirc 10 times normal) if demand for goods is high or very low.
Capis also reserve 2 (iirc) factory slots for late game and strategic factories.

There is probably a bunch of additional changes behind the curtain, but since I am not an expert on Vicky 2 economics, I don't have any details.
