In the manual it says that healthcare reforms increase population growth. On that basis, I've been starting the game with the healthcare at the "trinkets" level, but I've never seen any documentation on how much of a growth increase you get on the various levels. Does anyone have any idea how much benefit there is with the different levels of healthcare? Any thoughts on the optimal level/timing for healthcare?

Also, as the US in GC, I tend to go for universal suffrage early (before taking claims from Mexico, which I usually do around 43-44), since it is so much cheaper before your pop gets large. I seem to recall that universal suffrage allows for immigrants assimilating (which I do see happening). Is that correct, or would they assimilate without suffrage?

Are there any other interesting side effects on the other reforms, beyond the fact that they keep your pops happy?

Well they don't keep all your pops happy. They tend to please one group and annoy another. Also, there's the running costs you have to pay for social reforms, they can take a bit out of your budget. If you under or over fund the reform pops will lose/gain trust in government.
