I don't know what to make of these guys. With the USSR I usually keep the Technical Specialist. With Germany I don't know which one I should use - maybe the Industrial Specialist, because I don't go to Central Planing and so the +5% IC could be nice. What does +30% Intelligence or +30% Army Intelligence do? At least, if you chose the Industrial or Technical Specialist I'll know what I'll get... Which Minister do you use as USSR and Germany and why?

i use Oster for GER, SOV i changed them too often so i cant remember the name. usually boni for either IC or research.
I concur. ic is more important if using free markets which imo is the better choice as germany.
Army intelligence increases the informations you get from army detection. If your detection good you can see the troops in adjcent provinces. Does this give any additional befit such as higher chances of surprise?
I use Technical Specialist OR Industrial Specialist only. 30% detection bonus can be achieved by those decryption technologies, imho.
