You know,

for some reason this keeps entering my mind as odd...

that Hawaii is NOT a government, when the other
North American 'nations' weren't nations, (besides
the Iroquois, perhaps)...

hm. Just seems strange.
Any others?

What do you mean, they didn't have governments? Do you think the Native Americans lived in complete anarchy? I hate to give a Social Studies lesson but, I must.

What makes a Government? Is it Halls of Congress/Parliment? Is it a standing army? Is it schools and cops and firefighters and mail carriers and fat cats? NO. A Government is LAWS. The Native American Nations depicted in the game are Tribes. These tribes had laws. They had leaders. They had a ruling body. SO, why aren't they governments?

P.S. Hawaii has had a monarchy for as long as history records. Even before the Europeans discovered them, they had an advanced Constitutional Monarchy with a taxation system and a military conscription system.

P.P.S. Don't assume, it makes an ASS of U and ME.

AnchorClanker does have a point when he says they where not nations. Not nation as goverments, but as nation in EUII.
To be a nation in EUII you must have the following things:
- A standing army or the possibilties to create one.
- The possibillity to invade other countries.
- You take several different taxes from your people.
- You trade with other nations
- You have at least one city. Or a place where people trade there stuff.
- You have some kind of agricultur.
- And laws as von Marten pointed out.
(This is mostly what you can do as a country in EU II)

Well I have got the impression that Hawaii sounds more reasonable to have as a country then some american tribes.
But I dont know much.

Well, then 'nation' may not be the best word. How about 'state' or 'country'? A nation is a group of people with similar culture.

A nation is a group of people with similar culture.

But if there should be a nation in EU2 everytime this is true, the game would have to have loads and loads of more country tags - and the game would consist of far more revolters (a lot of nations like Catalunia) than actual starters... right?:D

I hate to be the Anal American but, in EU2, they aren't nations. They're countries and dutchies and kingdoms. Not really nations. The word 'nation' is misused, it means 'a group of people with similar culture'; not 'a country'.

Anyway, this is getting silly so, I'm done being anal.

Indeed, when taken in the historical context, you can garnish two definitions of "nation". One is akin to the nation states that formed from the collapse of feudalism and centralization of the Kings. Another is akin to the nations of people, like the nation of the rroma or in a historical context the nation of the allamani or helvetii.
