I am playing as a species with syncretic evolution, and since I have a healthy surplus of food and minerals I wanted to improve the quality of life of the subservient species. However, nothing seems to change: no difference in my monthly budget to reflect the increase in goods, and most importantly, the species still show us "impoverished conditions".

I am wondering if I am doing something wrong, or it is not working as intended...

Thats not the only thing. Ive gone through the Same path as Hive Mind Empire. I changed a recent conquered Species so they wont die (Added the Hive Mind Trait). The Option to change their Species Rights into Hive Mind was available, i could select it and as i did nothing changed and i got a 10 Year cooldown, in the end they all died despite having the trait. It seems that stuff is a little bit bugged
