I dunno, it seems feasible to me that if having a food surplus would also confer a bonus. It doesn't have to be a big bonus either, just a small reward for having invested into the research and infrastructure to reliably get there.

If you have an energy surplus you either:
a) need a bigger fleet
b) aren't terraforming enough (terraform everything, why not)
c) need to negotiate trades with the AI

Maybe an energy surplus could lead to a small boost in mineral production (handwave it as incredibly inefficient matter production?) at a 5:1 or 10:1 ratio

I find Enclaves great way to burn off surplus Energy. Just buy research boosts and those monuments, and remainder of energy can be traded for minerals and strategic resources with trade enclaves.

I dunno, it seems feasible to me that if having a food surplus would also confer a bonus. It doesn't have to be a big bonus either, just a small reward for having invested into the research and infrastructure to reliably get there.
People actually made sugestions like "Happiness Boost for excess food if full grown" before Galactic Food came around.
The issue with both that and your idea is:
The happiness bonus simply becomes a requirement to play competitive. Your empire with the Bonus would simply become the "new default" empire. 60% or Faction+10% would be the new base happiness.

If everyone but you has the bonus, then you would be at a disadvantage.
Everything that needs lump-sums of Energy (in particular Terraforming) suddenly had a "Happiness cost" added to it, that is not even fixed/predictable because of your energy income (and thus the time to reach cap again).
Energy Shortages might result in a runaway effect: You have less then full income, so you go under the cap. The loss of the Happiness now also reduces your Energy Income even further. So you are even harder pressed to get back into positives.

I had that with robots. It's a pain when the reason for having no energy is that you have no energy. Traded for a couple of month's worth of energy to tank the drain and suddenly I was making a huge amount.

Of course, this wouldn't have been an issue if a sector hadn't colonised a 25 tile planet with exclusively robots...

What are these mythical "energy surpluses" of which you speak? o_O

Every energy credit of the empire goes towards ships, troops, enclaves, or trades for more minerals so we can build more ships and troops.

If you have reached the energy cap and aren't spending it, I'm afraid that's heresy. Two blolters, Horus, blah blah blah... you guys know the rest. ;)

Something interesting from the Patchnotes on that front:
* Fixed so that Pop maintenance is paid for by the sector and displayed in the planet and economy balance
So at least for the future, the Sector AI will consider (and pay for) it's own pops.
Maintenance might be used in a more general way, inlcuding both the Consumer Goods and energy demands of Robots.
