I haven't had access to a PC to play over the past couple years or so, but now that I bought a new gaming pc, I saw the hate that leviathan had.
I have all DLC except leviathan.

I saw reviews of the newest dlc and saw how people hate it/say it changed the game.
What's peoples take on that in general? Are people just over reacting?

In a nutshell, Leviathan has great ideas but the worst possible execution.

It was awful and buggy on release. A lot of the hate comes from that. Now it’s fine. The new mechanics are far from must haves, and there’s some stuff that still needs balancing, but it’s medium interesting. If you are really bothered by higher than normal development numbers, don’t buy it.

I haven't had access to a PC to play over the past couple years or so, but now that I bought a new gaming pc, I noticed a ton of things are gone/have changed.
I have all DLC except leviathan.

Weird things are gone like I cant control my subjects at all. The subject screen doesn't allow me to do anything(grant focus/placate/grant land etc.) Also, I cant seem to build in subjects land even with the checkmark.

There's a ton of things i feel are missing and I feel like it's my dlc is missing/ need fresh installation(even though I literally just installed it).
I saw reviews of the newest dlc and saw how people hate it/say it changed the game.
What's peoples take on that in general? Are people just over reacting?

Tldr: missing features /leviathan dlc opinions
Basically, am I right in thinking my dlc/install is messed up/should I do reinstall or is that how they changed the game?
Whats your thoughts on leviathan and does it change a lot wether you buy it or not(is it the patch or dlc itself ?)
Verify cache integrity, make sure everything enabled in launcher and on current patch

Some interesting additions, but most of them are incredibly poorly thought out and/or unnecessary bloat to a game already suffering from bloat. Also performance degradation (the degree of which seemingly greatly varies among players) - what a great icing on a very below average cake.

I mean natives are still terribly balanced

Leviathan makes the game ridiculously easy.. a tiny opm near ottomans can get 100 trust and call them in on anyone otto does not like.

Performance dropped lategame to a point it hiccups day by day.

Ai is worst i ever saw; i don't feel at home in this game anymore unless i use mods like xorme ai.

The latter two are not part of dlc.. but still.

The game is 100x easier because you can get favours at overpowered rate, therefore not fun at all.

Countries disband 3/4 of their troops on day 1 of the campaign, which makes things even easier.

Monuments again - make all achievements even easier.

Stealing development allows to core everything at 1/3 less price - game is easier.

Natives in america are stronger than colonisers.

The game is in shambles. Unless you wanna play fun map painter game, revert to 1.30.6 or even earlier version.

From a technical perspective the game is worse off than in 1.30.6, but that is due to the patch and not the DLC. Many bugs have been fixed but some remain that can legitly be called game breaking, moat prominently the "blue flag" state alert.

The DLC aimed at improving tall gameplay, made a 180° turn and shot at wide play, beeing the biggest wide play buff in recent history. All features are either dead on arrival, brokenly overpowered, not working properly or not achieving what they wanted.

Leviathan was the worst gaming software release in recent history, easily beating titles like cyberpunk. While there was progress made in the follow up patches it is frankly said still in an unacceptable state and some people just cherish it now cause it isn't as disastrous as before (As in the game doesnt crash in 95% of gamed anymore).

Since all the mechanics are broken Leviathan is just an overpriced immersion pack and definetly not worth the technical issues from 1.31. Stay on 1.30.4/6 until 1.31 is fixed and don't buy leviathan until it is reworked.

Not only the release was very tragic, but also what happens now, months after the release.

There's nearly no communication from the company leaving the players with an unfinished product. I really don't care they have holidays. They sold a product that they promised to deliver and they didn't. How can a business running like that even exist?

Does anybody know what happens after? I only read a gossip somewhere that they will be 'releasing a patch in September'. What the patch is going to consist? Will new features be overhauled? Performance improved?

I expect one poor patch being released and work on a new cashgrab *cough cough* DLC being started.

There was a time when you could call your allies into any offensive wars from day one. France used to be abused by players who started with smaller countries. You could call them in over and over. I think that favors increase a little fast right now, but at least there is a way to increase the speed instead of sitting and waiting.

Does anybody know what happens after? I only read a gossip somewhere that they will be 'releasing a patch in September'. What the patch is going to consist? Will new features be overhauled? Performance improved?

There have been 5 patches already, all of which had an extensive beta period and resolved most issues.

And the ones that come up in these threads that haven't been solved yet need a 1.32, not a patch, namely :
- giving the native rework a second iteration (from leviathan)
- making the gain from development-stealing dependent on the development in your capital (from leviathan)
- making ai better at money (broke with mercenary-rework, since then only patched)

With the history of pdx agendas, I think it's too late already for a september release of 1.32...

resolved most issues.
Most of the issues released with Leviathan are still in the game and the game itself is currently in shambles. Having rose-tinted glasses will only make the things even worse. Leviathan was worst-ever release on Steam.

The devs would need to hire someone, put time and effort into fixing the game. However I not only don't believe in them but I am almost sure that it's not going to happen.

Which remaining gamebreaking issues have I missed that is not one of the three I listed for "needs more than a patch" ? My eyes must have a special filter making them miss the multitude of other issues raised continually (for example, I'm sure your post is friendly and gives a couple of examples, my eyes litteraly stop me from seeing them) :p

Lets quickly go through the Leviathan feature list:
1. The favour system was bandaid fixed with a cooldown instead of actually balancing the favour gain rates. Not balanced properly
2. the new regency events unintentionally break personal unions and cause other issues. Broken
3. The new colonial nation types don't apply their effects properly, some aren't applied at all, some with wrong values. Broken
5. Concentrate development was designed for tall play but is almost exclusively helping countries with a lot of wrong culture land, therefore wide play. Feature is not achieving intended goal
6. Pillage capital is the least "non working" feature. Although it's balance has been a topic it is not actually broken.
7. expand infrastructure is useless. It is never used. Wide countries cant afford the GC cost and tall countries don't need it. Feature is dead on arrival
8. Centralize state is a weak copy of the already existing mechanic "expand administration". Feature is dead on arrival
9. Totemism works i guess. Didn't check much tnh due to the state of NA.
10. Monuments still have multiple impactful bugs lile forming a new nation preventing you from speeding up the improvements you already started as the old tag. Most issues aren't gamebreaking with this feature but still issues that should not exist nontheless.
11. The minor QOL stuff seems to mostly work.

Now on to the imortant issues of 1.31 itself:
1. performance is unaccpetable. Especially the state notification issue (blue flag issue) completely kills the game.
2. Native reform gain is still way too unbalanced. AI colonisers often fail completely to colonise the east cost and i have seen multiple games where colonisers fail to get a foothold until they come from the west after colonising SEA.


Now ALL the issues mentioned here are content for patches. Nothing here is about stuff that needs reworks in later branches, all of this can, should and frankly must be resolbed within the 1.31 branch.

I would say it had the best ideas any DLC had in a long time. But the execution was horrible. My biggest issue with Leviathan is that when it gets a few more bandaid fixes it will get thrown away and it's potential will never be realised.
And maybe im just a cynic but i kind of expect them to say "well we designed a tall play DLC and it didn't sell well, so lets go back to spamming buffs for conquest", completely misunderstanding the issues of their product
