I never said anything of the sort. I said Piracy is at higher rates in Russia than elsewhere, and thus the risk is higher there. I even mentioned the chances of this happening are small, however sometimes small is still too high.
The incompetent stuff was also not meant to apply to any single group, it is just to represent the difficulty in PDS' ascertaining the validity and authenticity of YTers who do not speak the same languages as them. This can lead to misunderstandings, which can lead to someone getting Stellaris who shouldn't, which can lead to loss in revenue.
The language problem in the communication between Paradox and them is not a "that's how the market works argument", even if it's a valid one. But most western european know english well enough to communicate with Paradox, so the only problem would be : how to control that they don't say things they don't have the right to say ?

Problem is trust is earned, not given. I am not going to investigate any foreign language channels to debate this (sadly I speak only English and fairly poor Russian) that is PDS' job, I am just listing valid logistical issues involved in granting software licenses / copies to people with whom there has yet to establish a mutual trust and understanding.
Could PDS give several prominent YTers Stellaris and have no negative side effects? Yes. I would even say there is a notably higher chance that nothing would go wrong than that something will go wrong. However, even with a 5-10% chance of bad side effects that might be too high from a Risk Assessment point of view. Ultimately PDS' marketing strategies are their own choices, and their process for determining who to give advance copies to is also their own decision. This aspect is pretty much the part we have the least say in, as it involves us not at all.
Were I the marketing director at PDS (something I am not qualified for, I'm just a Software Engineer) I would indeed select a few high profile individuals who speak the languages supported by Stellaris (German, French, Spanish, Russian, etc) and give them an advance copy. The majority of the advance copies would go to English speakers, as they have the greatest total reach opportunities (English being the Lingua Franca and all), but I'd give a few around. However, I am neither their Marketing Director, nor particularly qualified for such a role, so this is my opinion..

I literally mentioned several in the post you quoted, for others someone with a marketing degree would be able to list more reasons. I am not too interested in doing a Marketing Managers job, that's why I'm a programmer
