I've seen plenty of gifts between AI countries even in the original EU3. You may be thinking of the relatively recent change where the AI will now send war subsidies (to AI and to the player).i dont know if i remember correctly, but either the DW expansion or some patch made it possible for the AI to send gifts.
Sounds like way too much micromanagement, and handling it automatically would either mean you never had any diplomats for useful purposes (if diplomat income is low) or relations are meaningless (if you diplomat income is high). It'd also be hard for the AI to know who to bribe.They probably should add another option of increasing diplomatic relations, instead of spending 1 diplomat + ~10-15 gold for something like +15-25 x diplomatic skill modifier worth of relations, you could send diplomats for free, but only get about 1/2 of the send gift value. This would make diplomats much more valuable. On top of that AI would be capable of actually conducting diplomacy with human without sending them money (which is why i assume it was disabled?).
On a side note, a new mechanic that would handle all this automatically would be awesome. You know those cases where you have a whole bunch of vassals, you annex one the other 20 get -100 relations, and its sort of annoying to spend next 10 years sending gifts to get relations back to 200... One of the reasons i hate to play as France seriously (since i dont like to do gamey stuff like cancel vassalization + dow etc).

It can happen. It wasn't often, but in my whole EU3 career I got gifts in roughly a dozen games. However, the last time was back in IN, so it might be gone for good.
