Have federations always been this bad?

So I kind of fell into mkingmy first AI federation thanks to a megacorp surounded by xenophiles and pacifists with a common threat on one side And it was great but...

The AI is just awfull at war is that a new thing or has my playing a mix of athoritarians and people who want to be left alone just shelterd me? My partners constantly declare ideological wars that I dont dare vote down because they'll just spam votes and each nat is -100 diplomacy at +1 a year each, then, even if they are federation presedent and have the godly fleet I contributed, they dont bother actually fighting it, or ocupying worlds unless I make a 5 year trip through another teritorywith my personal fleets. So even though I dont want to playout the war, I either win it for them, or am locked out of more intresting diplomacy while rival federaioseat up still more unafiliated civs.

They actually used to be worse, if you can imagine that. Now at least we have a fixed criterium for presidency and thus control of the fed fleet. Which now also tends to keep the loadouts you save (as far as I could tell) instead of the AI making and re-making a mess every single time a new tech came around. And also all members can contribute to building the fed fleet at all times, instead of just when they're the sitting president (presidency used to be a rotating thing). But yes, yes they have. Just let the war requests time out, it's the best way to deal with them that I found. Sure, you'll get spammed, but since you didn't actively vote them down the AI allies won't be hating on you for all eternity.

... We have been waiting for a proper federation overhaul since forever :p

athe... and I was narked by the way the president sat on the 100k fleet I built and had it nowhere at all near the front of the war they started.

That's it, no more federations I might associate but no closer.

Thank you, wanst sure if it was new AI or not.

I had some pretty fun federation games before 2.0 on insane as they AI built ok fleets. Before I knew how to snowball properly this was how I defeated 5x crisis fleets. In normal war I always did most of the heavy lifting though. The key was either warp only which worked best or hyperlane only which was ok but a bit fishy because the AI liked to path into Leviathans and stuff. Mixed FTL Federations never worked IIRC.

I had two great Federation games after 2.0 and I defeated a max. difficulty 5x crisis with a Federation twice when the fleet cap was capped at 1000.
At some points the AI lost the ability follow my fleet completly.
It was not 2.0 though but one of the following patches.

Edit: The rotating presidency was a pain in the ass though but usually I had only 3 or 4 Federation members and I always decleared war asap and fed my AI allies planets. In my first 5x crisis game I had to tank roaming crisis fleets until I got control of the Federation fleet though.

Bugs were to most fun part though as Federation membership gave you the contacts of an ally. That way you could stack the shroud bonuses on top of synthetic ascension which was fun. I also got a synth chosen one that way in a game .

Have they fixed the brokenness of the Federation Fleet counting towards the overall military power of the empire that holds the presidency? I had a large early sprawl in my first game and then federated and ended up with an 8k federation fleet and a no more than 2.5k national fleet. I was Overwhelming or Superior to every empire around me including my allies, and many of them had fleets at 2.5k or higher.

This seems a bit broken to me. I shouldn't just be able to count all the military strength other member nations contribute as my own. This isn't NATO.
