After reading the most recent dev diary on estates I was thinking of a potentially cool way to make the system more nuanced for each individual country.
If the Nobility of each country is sub divided into each specific culture of that country it could make it more interesting, as the interactions would be plenty.
Let's say as Austria you conquer Hungary, in addition to having your own Austrian Nobles you would also have Hungarian Nobles who would have demands and wishes of their own. Hungarian Nobles might set you on a mission to conquer more Hungarian Cultured provinces, they might demand that they control some Austrian provinces so that they don't rebel in the future. They could also fear the encroachment of Austrian Nobles and ask that you develop their provinces.
You could also as a foreign country interact with the Nobles of different countries, as a example you could be playing as Russia and supporting the Ruthenian Nobility within the Commonwealth, essentially giving them money so they can form a resistance to being culture converted or religiously converted.
A country that is a cultural union would only have one type of Nobility for culture group. (Once Great Britian is formed Scottish and English Nobility would merge to become British Nobility, The Irish would remain as their own Nobility as long as they remain an accepted culture)
I'm not sure if it's too late to add something like this in, but I think it'd definitely be neat as you'd have sub factions within the larger factions all vying for power and it would potentially make the game more dynamic.

As a other idea, perhaps each faction could have it's own religion as well?
Examples being
The Greek Orthodox Nobility,
The Sami paganist peasants.
The Irish Catholic burghers
They would resist their provinces being converted, though they might give you additional manpower, money or development cost if you appease them enough...
