As an example. The Scotland/England border was not set in stone in 1066 and especially not in 867 so why not let say Northumbria have both Scotland and England as their dejure liege? Atleast in 867 when there was no England yet. The duchy of be striped of both colours in the dejure map.

Instead of having 100 years for a duchy/kingdom to turn dejure it could either be 100 years to turn dejure and then andother 100 years to remove the old dejure or we could split it to 50 years of each instead or regulate it by game rules.

The hope is that borders would be less static and that kingdoms have a back and forth over border territories. Since quite a few borders were not set in stone in either startdate i don't think it would be too weird.

Absolutely would like this, and make the de jure shift slower for contested regions. It's unfortunate that the baronies within a county can't be shared between realms because that would be a good way to show some of the smaller boundary disputes between marcher lords.

Interesting concept! How would you handle title creation/usurpation based on de jure territory with this system?

I'd imagine "normal" creation/usurpation of allready existing kingdoms/empires would work largely the same. A choice would need to be had if border territories would count towards the needed amount of counties owned to form or usurp kingdoms/empires.

If Scotland gains Northumbria as a split dejure it would go from 14 needed counties to 16 if you want to form or usurp it if disupted lands would count towards the threshhold. If disputed land won't count towards the threshold forming some kingdoms/empires would become easier instead. A design choice would need to be done here. I personally don't mind making it harder to form or usurp some kingdoms or empires.

Custom kingdoms or empires would in my mind no longer remove their old dejure and instead lead to a split dejure, atleast in circumstances when someone owns a title with dejure claims on land that you'd gain in your new dejure. As an example if you form a hungarian, wallachian, croatian custom empire, Hungary and Wallachia becomes your sole dejure unless carpahia exists while Croatia becomes a split dejure with the byzantines assuming they exist.
