The wargoal system in Stellaris seems closest to the system in CK2: declare your wargoals, fight your war (maybe) get what you want. Admittedly it's a little more gradiated between white-peace and 100% goals than CK2, but for the setting and the more combat focused nature of Stellaris it feels artificial.
The EU4 approach, which I would characterise as:
* Jusify your war
* Fight
* Negotiate a peace that seems sensible at the end of the war, but with various "soft cap" mechanisms and consiquences for claiming too much
Is a better fit for Stellaris, it's more nuanced and involves much more interesting decisions. As so much of Stellaris is about fighting, currently all the victory conditions [if you pay attention to such things] reward conquest, so it pays to make the politics of war more interesting.
I think this kind of rework would also "feel" better as the current system where the various disparate races of the galaxy universally conform to a strict etiquette regarding war *feels* a little strange.
