Guys plz plz plz put like a functioning city hall with bills and stuff, running mayor campaigns, having official meetings, parties, and trade contracts. It would be sooo much fun. Guys think about it.

Agreed. It makes no sense that you're just this formless ghost, you should need to plop down a city hall/administrative building, and that'd be where your city handled trade, policies, etc.

That wouldn't make sense and also wasn't close to what the OP suggested.

Well, it makes sense that you're a formless ghost, but there should certainly be humans who think they're making decisions. And there are tons of nice town hall buildings for inspiration around the world, for artistic inspiration.
Plus it gives a good default location for protests, parades, and other public events.

Parades is something I can get behind, I actually think that would look awesome. Some kind of public holiday and parade on the day the city was founded, or being able to set up your own city Holidays (rather than having a set of always enabled defaults)

I actually think the OP is on to something here. The elections obviously couldn't be to vote you out of power, but it could be designed in a way that would cause your power to be limited. For example, if your party loses a majority control of city council, maybe some decisions could be forced on you, or you could be overruled in some way. I think this would have to be an option (not everyone would want to play with this kind of inhibition), but personally I think that could add a great challenge to the play.

My way to go about this without big changes to the gameplay is to have the population divided in groups, pretty much like how it already is, with kids, teens, adults and elders. Obviously kids and teens can't vote but that doesn't matter and can honestly be ignored for this feature. Have all these groups all have wants and desires. Kids want playgrounds, swimming pools and bikepaths, Teens want Skate parks, driver's ed schools (this could be a service building.), amusement parks and events in the parks at night. Adults want commuter trains, lower speed limits in residential neighborhoods. Elders want duck ponds, dog parks, community centers, mobility limited friendly streets and shops, malls with really early opening hours so they can do their walks.

So all these groups have different wants and while placing down say a skate park will make the teens happy, the elders will be unhappy. So you have to decide what is more important to you teens or elders, or maybe only put the skate park in neighborhoods with low amount of elderly residents.

So you wouldn't have the election part of politics, but you can still have many of the other effects. Let's say you really piss off the elders, they might decide to protest outside of your town hall, which ends up causing traffic problems. (Could have it totally shut down the street, but that would just make people take different streets, I think it would be better if they caused traffic to a crawling 10 mph instead and have the driving AI NOT take that into account, so drivers would still continue to drive there but traffic flow would be terrible, this could simulate people being unaware of where the protests are and ending up being affected by it.)

Fair ideas. Me, I just want more consequences for my actions and mistakes. Crime? Traffic jams? Power outages? Poor police coverage? Residential neighbourhoods near noise pollution? Shortcomings should have penalties beyond just local land value decreasing and some annoying chirper spam. Things like closing (deactivating) schools or tearing down buildings (particularly older buildings!) to build stuff should incur a penalty, too. As it is you just see some angry red faces and then the cims go on with their lives.

Perhaps take a leaf out of PDX' playbook and have political power points, which are spent on things like changing tax rates or implementing (or ending) city policies, and are gained at a faster rate when popularity is high?
