Yes, while there are certainly still bugs and issues in the game at this point the new updates have helped solve a good amount of 1.31's problems to the extent that the game is stable and has no massive game braking issues so it should be perfectly fine to play now.

Lets not get too crazy just because the program isn't literally crashing to windows desktop.

Its perfectly fine to play if you don't mind countries releasing nations they conquered 1 day ago and 80 000 aboriginal armies in Australia. Other than that, there are only 17 serious bugs and 285 moderate ones. But other than that there are only some extra bugs and other than that its perfectly playable if you don't mind a few UI problems.

Not to mention major AI problems with army management. AI chooses to lose wars rather than stack its own armies with its own armies, stack its own armies with other AI allies armies, or stack its own armies with the players armies. For whatever reason, the AI just really like intentionally losing wars.

The game is technically working again although still in a horrible state. The technical catastrophe that was 1.31 has mostly been fixed and is now only a technical mess, which to be fair is a massive upgrade but to tell the trutg is nit nearly enough. The game design catastrophe that was 1.31 hasn't been touched a lot. To give you a rundown:
Mostly fixed:
- Monuments
Bandaid fixed:
- Favour-mechanics
Mostly untouched:
- Natives
Untouched
- The "build tall mechanics".

At this point, I'm waiting for someone to mod Leviathan to just not include the new tall mechanics, as it seems that is intended to be a part of the game forever.

Oh god I just tried playing a quick native game and it was still horrible. I had like 20 tribal lands and then all of a sudden quite a few of them just vanished into thin air lol...

It should be better with 1.31.5. Big list of fixes and improvements.

No.

It's still barbaric. Horribly unbalanced, still many game-breaking bugs (bugs in-game, not CtD bugs like in the past), major AI issues as well (AI releasing vassals over state limit is the biggest offender, as well as all land being stated in 1444 instead of the previous system of land over GC being territories).

Note: I haven't looked at 1.31.5 yet, since it just came out, but given that 1.31.5 is the second beta patch (1.31.0 ~ 1.31.3 were all alpha patches, as there were numerous CtDs) I don't have much hope that enough has changed.

Unbalanced/Questionable features include:
  • Literally every single new mission tree having some kind of overpowered permanent modifiers, highlights being every single Malay tag getting the new regional Malay missions that give permanent +2 Goods Produced or +20%/25% production modifiers to singular provinces scattered across Maritime SE Asia for simply having a manufactory.
  • In addition, every single new mission tree also has overpowered things, ranging from the "mild" getting free provinces from uncolonized territory as the Philippine minors for simply killing the natives there, to the extremely overpowered free subjugate CB on the entire world as Majapahit.
  • Cloves trade good being 8 ducats, stronger than every single good, even Coal once the price drop event fires (-30% to Coal). It exists on the Spice islands and those 2 minors can give their overpowered Cloves province +2 Goods Produced (the equivalent of 10 production dev, or 2x higher than a Manufactory). Not to mention how the surrounding uncolonized islands can also spawn the good at a rate of 56%, meaning you don't have to roll too many times to have all 5 possible uncolonized provinces with the overpowered trade good.
  • Concentrate Development is the same, letting you get provinces in the thousands of development and even overflowing the development cost amount.
  • Pillage capital being the same thing.
  • All the new tags have overpowered national ideas, beating out older sets that were still focuses of the update like Dai Viet (at least Vietnam gets 2.5% Discipline permanent in their tree though! Wait... that's also a horrible balance issue...)
  • Galleys take up 0.5 Combat Width but have their stats unchanged, meaning mass Galley fleets are now the way to go since they dumpster everything, including Heavies, in any sea.
  • New favors feature and ability to ask your allies for stuff has turned AIs into free tributaries for the player.
  • Polynesians and Aboriginals have 22 pip Infantry at tech 26, which is only matched by Western at tech 30. Eastern only gets 21 at tech 30, and all other groups have 20 pip infantry by the end of the game.
  • VIETNAMESE IN CHINESE CULTURE GROUP VIETNAMESE IN CHINESE CULTURE GROUP.
Disgusting bugs and quirks include (and yes, I did check in the vanilla game to see if they exist):
  • Native development is extremely unintuitive.
  • New "Expand Development" feature not having localization. Yeesh, that really shows how nobody uses this feature. See example.
eu4_27.png

  • The new subject tab looks ridiculous, because they probably modeled it specifically to cater to their new colonial subject types. I mean, you can blatantly see that through the localization, such as asking "if the colony has at least x provinces" or "And the following effects on the colony:"
eu4_31.png

...not to mention they did not even localize their own subject types, leading vanilla subjects to have their code names instead of their real names at the top of that already difficult-to-read mess.
eu4_32.png

  • Improper positions for some new provinces in the Champa highlands, and many new provinces still don't have PROV_ADJ localization, an issue persisting since the first alpha patch (1.31.0).
eu4_33.png

  • Numerous reports of AE issues, like tags getting a large amount of AE with the entire world for using the Request Relative as Heir feature and then suffering a massive coalition war as a result.
(That one apparently got fixed in 1.31.5 though).
  • New tech group icon gears are still 2 pixels higher than all the other groups, even though I pointed it out a month ago.
  • The AI hates being over governing capacity, and even the slightest over pushes them to release random vassals from their lands, including their cored territory. This leads to idiotic scenarios such as Austria releasing their Hungarian vassal after they just integrated them, or Ming imploding themselves.
  • Ancient bugs affecting modding, such as AI being able to do things players can't because there is no coding that blocks them, still exist. Examples include how any AI nation with meritocracy can take Empire of China Decrees, even if they aren't the Emperor. Bugs like this have to be fixed by modders by hard coding AI to never take these decisions/things if they don't meet the valid requirements to do so. For the fools that asked how things like this affect the vanilla game last time I made a post like this and said stop complaining, this is for you.
1623996850969.png

Because Paradox did not fix their ancient bug that previously only affected modders, when they tried to add it into the vanilla game, it is unsurprisingly broken!

  • Hey, check this one out. They even managed to mess up the position of fort icons on the map. Left is 1.30, right is 1.31.
1623999728931.png

There are numerous other bugs, especially those that weren't added in this version and have existed for almost the entire game's life, such as the sound for Shia conversion not playing due to a single spelling error of "shiite" as "shia" that hasn't been fixed in quite possibly the entire game's lifespan since 2013 (8 years).

Or the fact that the event to release the French tag of Alencon releases them with no religion, which is the source of all those "random province discovery in the new world" bugs, because that tag ends up seeing all those random provinces that we often see in reports on Reddit & in the Forums.

1623997521593.png

but I digress.

At this point, I'm waiting for someone to mod Leviathan to just not include the new tall mechanics, as it seems that is intended to be a part of the game forever.
Already been done by modders eons ago. Look up "1.31 Done Right" on steam workshop.
