Has this changed yet...no white peace

So, I do love annexing the US as a communist Canada in this game then flipping back to liberal or whatever, but every time I annex the US, taking the time to get a naval invasion together to get the Phillipines takes too long and I end up in a World War. Why on earth won't the Phillipines take a white peace after I annex the US?

I don't want or care about them at that point of the game.
