Shouldn't it also effect the supplies and thus unit ORG???? I mean if you have troops deployed in a province with dirt roads, there is no way they will be as well supplied as those where there is a good rail network.

It's useless, I only use it when my economy is about to fall into a recesion due to lack of resources.

EDIT: It only serves two real purposes:
a) increasing the speed of your units (or enemy ones ;))
b) avoiding attrition damage for troops stationed in that province if you don't have a land connection with your capital (UK and Japan).

I use it any province that is below 35 infrastructure, so units don't die there.

Sometimes I do it to increase movement, particular in provinces near beach heads, so that my reserves can get to the beach quickly to reinforce.

crappy provinces with 20 infra need the upgrade, or they become deadlier to panzers than even nukes.
with nukes at least you can shoot down the plane

Every time I 'aquire' a new territory that ISN'T in the process of improving, I hit the increase 'infra' button. This way if the enemy takes it back or someone else does, they cannot build anything else. Plus that higher infra helps movement in those pesky jungle/desert/mountain areas.

I always use it

I primarily use it after molotov-ribbentrop pact. I start infra improvements over every territory in the priapyt marshes and anything else the reds will get. That way when I go in there they'll have less in the way of land forts and higher inf so I can move troops there more quickly.

All those pesky little islands between Africa and Australia and around Siam are perfect spots for para's. Send in some Tac Air or Naval bombers. Destroy any defenders. Send in a para or two, secure site, send in some supplies and export all the RUBBER!!!!!!!! Now you can eye those northern Australian provinces. ;)

I use the infra improvement quite often. Somehow I like the idea of bringing all those people the benefits of modern civilization. :D
However the underlying intention is more like cdat's, improving the mobility of my units.
