Muscovy was, at their very worst in EU 4's patch history, still stronger than its real life version by a margin in 1444.
That's through sheer necessity, as the AI lacks the skill needed to win in Muscovy's real life situation. As bad as railroading may be, you need to at least make it possible for what happened in real life to happen in the game as well.

AI choke jobs are no reason to overstack a starting position; if you did that every nation would be stacked and it's back to square one.
DotA-style balancing is not necessarily bad balancing.

That isn't coherent reasoning. It is not and can't be applied to EU 4. What standards allow to conclude that Muscovy needs to win to "make real life happen in-game", but not other historical events?

The very fact that they did win? EU4 is terrible at following that very causality precisely because it is too simple, and it is because of that very simplicity that Muscovy needs to be stronger than it really was to actually get anything done in the AI's hands (and even then it doesn't because they never beat Novgorod as fast as they did in real life).

You are arguing that sometimes history counts for tuning nations in the game and sometimes it doesn't. You are literally arguing history should not obeyed because history happened. That is not a rational or coherent position.

You can't have it both ways. If Muscovy needs to be treated special compared to standard game mechanics and other nations (which actively and routinely deviate from history by design), what criteria is used to determine they should? Without that criteria, I'm not even refuting an argument because the position is self-inconsistent.

Biggest problem is muscovy's governent. You can't be kingdom rank so you dont have 3 diplomats, only 2 ( if you don't pick certain idea group) with combination of 5 vassals it slows down Muscovy bit in expansion. On other side, Russia itself is stronger than before.

I think it may have been nerfed too because I have played Muscovy/Russia many times and these last few times I attack the Ottomans and even though I have better military technology and a definite Larger army with well over 100k manpower in reserve I barely pull through even with good strategies and a good ally.

They need to get either morale or discipline in their ideas (Russia) Artillery damage is fine and taking less fire damage is also nice, but almost all nations have either morale or discipline boosting their troops, the better ones have both!, specially its direct competition with 10%, 15% and 20% extra morale plus discipline. If they are going to have all that forcelimit and manpower, then by god give them the morale to actually stand and fight!
