Has naval armor/piercing been reworked?

In NSB there has been a rebalance of the armor/piercing mechanic, where instead of an all-or-nothing calculation it now works linearly on a range of values from (0.75-1)*Piercing. On the announcement of the changes, only land examples were mentioned. My question is, has this change also been implemented for naval armor/piercing and it it hasn't, should it?

There have been no changes to armour or piercing mechanics for either naval or land. Some values have changed, but not the mechanics.

Naval armour and piercing has always been non binary. As long as armour was higher than piercing, you would get more and more damage reduction.

Dev Diaries are fairy tales at this point, dont believe what they say. Armor is still boolean and seems like PDX wont do anything about it
