Has anyone seen an AI ruler build a hospital?

So I've played about 40 years on the latest patch, and I've yet to see any ruler (other than myself) build a hospital. Even realms way richer than mine don't have one. I'm not sure if its a bug or a balance problem (either the AI doesn't focus on them enough or they are too expensive) but its clearly an issue as far as I can tell.

Yup, I saw a Duke south of me build one. They might not prioritise them to due to how expensive they are.

I have seen them in AI neighbouring counties, but not every county has them. They are pretty expensive so unless AI has a decent amount of money they wont build hospitals i think.
i am playing on a 2.5.2.-> 2.6.1 save.
