I have tried to get it multiple times, but it doesn't seem to trigger. I've seen multiple posts about it on the steam version. So, has anyone gotten it?

It is fixed in 2.5.2. Patched up, got it, patched down to 2.4.5. I still need to do some world conquest achievements with the Indians - not gaming it with Norse for Brittian - and the Scandinavian republic in India. So... conclave kinda hurts. I keep 2.4.5 for a while.
